Right now, the 10-year Treasury is trading right around 2.2%. Has anyone ever seen a report that shows the long-term rate of return on infrastructure spending? By long-term, I mean 10+ years?

Nothing detailed, but a couple of anecdotes:
I've read that 40% of Russian crops spoiled on the way to market because of inadequate farm-to-market roads.
Also: Meg Whitman apparently declined to take ebay to Russia because of the terrible postal service.
How do you figure ROE for some things like that?
For example, how would one figure ROE for energy conservation in buildings, civic design, and a renewable energy infrastructure that would make unnecessary our Middle Eastern military depredations (costing $3 - $7 trillion, says Joe Stiglitz)?
